it's not, maybe it's just flagged bc the developer didn't do something idk
windows defender sucks, it shows that for everything that the creator didn't spend $1000 on for a stupid certificate. Even viruses can get a certificate, so just ignore it.
it did not say that on Chromebook it's only said enable developer mode to install apps not from the Play Store
