Ingredients are no longer spawning in the forest, i even tried closing the game, and reloading a save to see if they'll spawn. (edit: never mind, i think i figured it out.)
so all the items that you're used before by making the potions, are only used once. you get the other ingredients by continuing the quest line by talking to the girls and whatnot. (sorry im not that great at explaining things)
