Weird Al asks for permission to maintain a good relationship with the artists. There is no legal requirement for him to do so because hes not "covering" their songs, hes parodying them. His own website says that lmao

This is technically correct, but considering the game doesn't reuse Undertale assets, unless Toby filed a gameplay patent there's not much to worry about.
