Okay, I don't know what the issue was, but I closed the game whilst I did some stuff and when I came back after roughly an hour, it worked. Gonna keep this post up in case this helps others
Catch the ghost in Shepherd house, talk to judy & mason in the living room then talk to regina in the dojo hallway then come back the next day. Bell will be there on living room
