In fact, it's only available after signing the Concordat though the Prussian Affairs.
Edit: The reason of why the Concorfat can only be signed through the foreign affairs after signing it through the Prussian affairs is because the latter is a Concordat between the Free State of Prussia and the Vatican while the former is a Concordat between Germany and the Vatican.
