do you have gekkomon as well? i'm not 100% sure what all you need for them to spawn. they will be in dina plains looking for their armor.

if all else fails i can recommend the discord server, someone might be able to help you out on there if it's not a bug after all!

Ludomon requires 20 npc's to be in server city, publimon, it's useless to ask, people won't answer for some reason. But what I do know is that he spawns in the sewers spreading misinformation. You need to fight a lvl 50 parrotmon before you recruit him though.
