First, you need to have 5 weeds. Unlock the ability to buy weed by doing the quest HOEING SOME WEEDS. This quest can be unlocked after the first step of the quest SHIFTY HOOKER.
After you got 5 weeds then go to your living room, there will be an option Someone is ringing on your doorbell that leads into the prison story.
