RESOLVED
UPDATE: Restarted my box due to audio driver update but also removed RiftCat before doing so. Also there were remnants of a uninstalled spyware program I was using to ensure my box was clean that were removed.
The short of it is that the game is working again. I am not sure if this is due to the reboot, removing Riftcat, not entirely sure. Why it stopped may have been the updates to Windows, Steam, and Oculus. The final reboot may have restored functionality. Also curious to restest with RiftCat installed.
