Honestly, especially since, when they're split up, Gon is usually off doing steroids, and Killua is either with him or off terrorizing people, that kinda just leaves Leorio and Kurapika together.
And like they can't just split up because they bounce off each other so well as a duo and no one would know what to do with them if they weren't with each other. I mean obviously they also can't be together 100% of the time so they do split up but mostly they are together.
