Try to place a guidepost near the map's border and wait one day. Also make sure, that there is a path from there to your tavern.Customers can swim and use placed climbing ropes. Regarding your tavern, make sure the faucet is approachable and there is at least one table/bar with a chair. Let me know if it worked! :)
