Can you redeem Steam Keys for content that's banned in the store in your country?

Yes, you can redeam steam keys in Germany. The whole story is about age verification which Valve does not do. So Adult Games are banned for Germany in Steam STORE, but Germans can buy keys and are allowed to play it (or use other platforms, as adult games are not illegal, just valve being a$$ to germany).
