its not supposed to same with backstab so i am pretty sure its intended as they are supposed to be stealthy skills not that it makes a difference on hell or higher since firing off shot causes near by enemies to walk to where the kill originated from also molotov cocktails arestealthy too you can throw them without breaking stealth last i checked although that may have been fixed
