Exercise(Increase Strength) and read(Increase Intelligence) until you can't do it anymore. You will then unlock the gym and library, though you may or may not need to be in the right place at the right time of day. I've only played the game once, so I'm not intimately familiar with what specifically needs to happen, but I do know enough to point you in the right direction. Hope this helps!
