i think he means that in cheating 3.5, there is a flexpack that requires the paid version of fl studio, as you can't buy nor pirate store-bough flexpacks using pirated, trust me i've tried
the only way around this is if moldy exports the dwp of that specific instrument
I’m not gonna provide sources but some crack devs usually release some sort of “Flex Extension Pack” which contains a bunch of flex packs as .flexpack files, which you can just add to your FLEX files
