No need to open the file. Follow these directions:

To install the PAK file :

Download the file
Paste it to \[your Steam Libray location games]\Steam\steamapps\common\Foxhole\War\Content\Paks DO NOT REPLACE THE PAK FILE ALREADY IN THERE
Start the game and enjoy
