Some game jams using a following system: game need to obtain a certain amount of rating to be able to achieve the top places. I think that is what was asked :-)
The best approach so far (as I know) is to play other games and rate them. Leaving a comment with detailed feedback and link to your game. Usually other submitter will play and rate your game too :D
