I was wondering if I could use Unreal Engine, the issue is that the game will have to be a download file as unreal engine games aren't browser playable, would there be any way I could send the game, or do I not have an option to share downloadable games?

Sure you may use unreal engine but I'd advise you not to, since this is a community voted jam so it could hurt you.
