I think given the gameplay you could for sure design this in a way to convey the mechanics without much text. Since the city is based on tiles you could easily reduce this too to fit the jam constraints. As it stands this far exceeds the amount of pixels allowed to be used, though I think you can fix that.

Just me. I made this in a fever over the last 3 days. Not really, my health is fine; hopefully you take my meaning.

What did you learn?
I actually started this before the jam just to try out some ideas. I'm new still at this whole game making thingy. So if me starting a little ahead of time is against the heart of the jam I'll withdraw my submission. I just joined because I doubt you'll find anything more low res than this.
