are we able to start making the sprites and assets for the game jam, now?

Everything made FOR a game jam game should be made during the duration if the development time, Though people are usually allowed to use their old sprites and snippits of code from older projects (Small things like a scorekeeper or a common system seen in almost every game). You usually cannot make anything specifically for the Jam, before the developing time starts. 

Edit: heres a bit of the rules part of this game jam specifically:

  • You may use pre-made, publicly available, and purchased assets, as well as GDevelop's built-in asset library, or other assets you have the legal rights to use. Just remember to credit properly. 
  • You can use pre-existing code, extensions, functions. But do not write code specifically for this jam, ahead of time.

We may use pre-made assets if they were purchased but are not allowed to pre-make assets by hand? Seems like a logical inconsistency, or pay to win.

To make it more clear, you can't make assets FOR the jam beforehand. If you have assets before the jam, that's good, But you can't make sprites with the mindset of them being specifically for the game jam.  So when the jam starts, and you get an idea of "hey, i could use (insert existing thing of yours here) to make things easier!", it's absolutely valid to do so, as long as you're not simply taking an entire pre-existing project and making it your jam submission.

We can't use assets we ourselves made beforehand, but we can use assets someone else made beforehand. Not that it's a big deal to me - just pointing out the major logical inconsistency.

Making an asset for the jam beforehand means, working on the jam game before the game jam starts. Which is not allowed.
However, After the jam starts you can make your assets or use the assets that you have right to use (As they were not made with intentions to be used in the jam). As you dont know what the theme is until the the jam starts, you have no strong idea of your own game, so any pre-bought/made assets has a draw-back of most probably not fitting the theme/feel of your game as you might have intended after having the theme.
