Hey! I don't think the rules mention "allowed" game engines, I think it's up to you to decide what to use.

In the main page https://itch.io/jam/game-off-2025, scroll down to the help area, you can see the suggested game engines.

Gamemaker is allowed but they don't recommend it but I also use it.
