Can you submit for example a first version of the project to test the game out and then update it (still before the timer ends)?

You can upload your project to your profile and test it out there

But submitting is a one way thing. 

Yeah you might be able to update it; I think I did that for a game jam before. But I would just submit one time with the finished product just in case
