I mean, it would probably be allowed. However, it wont be played by many people since a lot of people dont own a VR headset. So you can submit a VR game but dont expect to get many ratings or downloads. If you do make one however, I would be interested to play it since there are not many VR games for game jams (for the reasons I mentioned).
