Question about art/music/sound rights

First time participating in a Jam so this is might be a silly question. I'm doing a solo project but I'm not much of an artist/musician so I was wondering if I am doomed to suffer with programmer art or is it OK to use royalty free/open license stuff?

Still looking for clarity.

Rule 5 states that "Art, shaders, music, and sound assets made before the jam can be used as long as you have the rights." If its open license then the only requirement might be crediting.

Thanks QuishyTehQusih, that does make sense to me but still a little unsure what happens when it comes to giving ratings to people submissions.

For example maybe the art is a 10/10 but if I just used an open license by someone not even participating it feels a little unfair on those that created art for the submission themselves.

That's just the nature of game dev. Being able to create a cohesive style is > any individual asset. If anything it keeps non artist participating so don't feel bad about prefabs. It's literally what they're made for.
