my current plan is to make a "proof of concept" in scratch cause that the only "coding" software I know how to use. would that work?

Same, but I want to make mine in godot, hopefully it would work to put it on the game in steam, although i doubt scratch is allowed since you would have to make a github repo of the game, not sure how that would work for scratch

They said scratch is allowed if the final result is an executable file, which is possible to do

I have no idea how to make scratch usable externally, could you explain how? because otherwise I'm unable to join
