When I use my inventory or journal on android,  I'm not able to click on the quests to see what they are, or be able to click on my items in my inventory. Is it bugged?

You have to tap the tab you want; say I want to check a treasure map, I tap item (the inventory) Then at the top of that there will be Item and Key Item, I need to tap the Item tab to be able to tap on things. A lot of the menus you have to tap twice on something
