Just selling people off like that can shrink your city, causing the game to last forever. Here's a tip: If your villager's happiness is below 300, your city shrinks.
i usually give most of the badder-guys whatever they ask since they provide more then they take. i lost fifteen people and happiness for 250 gold and with that gold I got much, much more people and happiness.
selling the people off like that makes it harder to join the council of crowns the only time i accepted his deal was for chester he doesnt eat my people anymore.
