What does "Make sure you upload HTML file when submitting your game" mean?

I really don't know what the phrase I mentioned in the title means, My first guess it's that if the game runs off a real Master System, the participants of this jam need to use an HTML5 emulator to emulate the SMS, and for games made with virtual consoles (For example the TIC-80 or PICO-8) they should be exported to HTML.

My second guess is that the HTML file should be a manual or something of the game.

Which theory is correct? If none of my theories are correct, please tell me what HTML file should be uploaded with the game.

Your game just needs to (if possible) be able to be played in browser.

 If you want to make a real SMS game you can try to find a HTML5 SMS emulator or just have a download to the rom file. 

TIC-80 and PICO-8 as far as I know can export HTML5. :)
