I got the educational mandate event noted in my other post. Before clicking on a choice, I went to the Actuary view and then clicked through the various status tabs and then saved/quit to menu/continue mission. Now the game shows me the Events log but isn't showing the option to issue a directive anymore. I can advance year, but the event is gone.
