I ran the software as admin, but it still didn't let me paste anything.
Checked in v0.527.
Did you use paste import?

Which OS are you using?
I used both paste import types from the Tileset section. My OS is Windows 11
I have finally found a notebook computer that has this same issue. It is running Windows 10. I'll see if I can debug it.
