You can't apply them, most of them. Only ancient muzzle and armbinder and divine/heavenly c.belt and bra can be applied to prisoners.  But it still possible to fill the bars.  Here's my set, that was enough to fully bind Catherine Willows, but it's quite expensive: collar - fuuka's (any version) with all modules and leash, face - dollmaker's mask with 3 masterwork blindfolds, gags - secure latex mask, ancient muzzle, large latex ballgag, stuffing, arms - reinforced elbow link (use raw for links), ancient armbinder, cyber cuffs, hands - cyber lockdown mitts, masterwork gloves, bra - divine bra, high-tech massagers, weights, harness - masterwork corset, controll harness, binder harness, waist links (thighs), heavy catsuit, c.belt - divine c.belt, maid egg, torment plug, rear vibrating plug, legs - latex legbinder, 2 cyber leg cuffs, ankles - 2 cyber ankle cuffs, heels - masterwork. Masterwork can be farmed, as soon as you notice masterwork gear - run away, put on the entire masterwork set except for the target item and just stand still. If you want more than one piece for every ancient or divine item, just store them at the summit or on prisoners.
