i know this is literally 3 yrs later but you can use this script to convert icn files to bmp files. then a program like imagemagick or gimp can convert to png, for example.
edit: there's also a script here which lets you convert chr to bmp! probably better to use this one since it's from the devs themselves https://git.sr.ht/~rabbits/chr-format
