Head to the office and speak with Dude/dad whatever you call him. It should say 'help pay off debt' unless you don't have enough cash of course.
I don't see the option to help.
If you have enough money the prompt SHOULD show up, if it's not then yes it's probably bugged. (Minimum needed is 25k)
