I wanna buy it but I don't know if I only can get it on Steam on PC because if yes I doubt that the key works here... So where does the download links leads to?
You can easily play the game on Germany. When you purchase the game here on itchio, you'll get a downloadable zip file with the game. You just unpack it and double click the .exe file and the game starts!
