simple story is that games like this have to have two versions on steam
1 thats censored for public release and 1 that is uncensored normaly a dlc be it 1 dolor or free but you normaly need this to help nations that dont like lewd stuff and also for kids
if i had to guess they just maded a censored version for steam but never made the 2nd version
