This is an incredibly clever and well-executed take on the theme that's also a blast to play! I absolutely love the "role reversal" of a typical city building game - such a fun idea :)
I have two extremely minor nitpicks - one, stocking up on miners early feels pretty overpowered, and two, the placement of the "closed" UI icon was a little confusing to me as I initially thought those buildings were already closed.
But all in all, this is such an awesome take on the jam's theme. Well done!

Cool idea, very innovative! Unfortunately, I couldn't see how much money I had because of the UI being too far to the right. This is probably due to my screen not being the standard 1920x1080 pixels. Hopefully this problem doesn't happen to others!
