There is currently a bug in itch.io voting system, and therefore when this Jam goes to voting phase, it will show like the Jam has already ended, and gives no option to vote.
Therefore, just keep playtesting and giving feedback to entries when they are submitted, and keep doing so until 1st of August, despite what reads in the page.
I have sent message to itch.io support, almost two months ago already about the issue, but have not received a reply from them yet.
Without option to vote, it will be difficult to follow which games have already been playtested, hence, comment on the games submission page when you have playested and given feedback, unless you give the feedback through that comment itself.

is a developer-to-developer playtesting event organized by Indie Playtest Fest, not a traditional game jam and not a competition.
The goal is simple: game developers playtest each other’s games and give structured feedback.
You may submit your game in any stage of development, including very early prototypes, unfinished builds, or experimental concepts.
And your game can be on any format, as example: browser playable, Windows, Commodore 64, or even Nintendo 3DS cartridge if you like.
Just keep in mind that more exotic format your game is, less likely it is to get anyone to playtest it. Browser playable is playable by anyone, but Nintendo 3DS Cartridge would be hard to get and play.
The itch.io “voting” system is used only as a tracking tool to ensure that all games receive attention. This is not a ranking, contest, or popularity vote.
