This jam is about making a cool 3DS game in only a month. You may use whatever tool you want the only restriction being it needs to run on a 3ds if its through butterscotch 3ds the gamemaker runner, easyrpg, emulation, or natively all are accepted as long as it can run or emulated on this hardware and intended for this hardware. You do not need to upload a .cia or .3dsx but if you can you should.
