Build 0.8.02

Build 0.8.02 update release notes:

1. (UPDATE)  ALL: Steam login response fixed. If there is an error, an error code will now be returned.
2. (UPDATE / FIX) TOTAL WARS CTF: Rank locked to Private FC and higher, so that new players are funneled into simpler game modes for now.
3. (UPDATE) ALL: Game mode standard loadouts simplified and reduced:
   1. 2T is now the standard and only loadout in Impulse Wars.
   2. 3/1 is now the standard and only loadout in Phoenix Wars.
   3. Lasers default module swapped from PK2 to Feed Amplifier, so the mode now only has a single weapon. All pads in lasers and now gold too, making Total CTF the only mode with neutral pads.
4. (UPDATE) PRACTICE: Now includes Laser and Phoenix Wars arenas. Impulse Wars will need some more time to making working bots for force-based weapons.
5. (UPDATE) UI: Game tips pop ups now include force fields and rez bots when looking at them.
