Fixed some issues with the tutorial:

• The rewards granted by the unlock shop event didn’t show up
• No reform to pick from in the tutorial
• Shop icon in the todo hints in the tutorial was too large
• ‘Initiative’ tutorial reform description was not formatted correctly
• ‘Initiative’ tutorial reform granted more card draw than it should
