Beam Saber V0.45

A few small changes that had a large effect! I did a slight rework of the Officer playbook, and it caused some dominoes to fall.

• Clarified that the Scout's Terminator applies to their Well Programmed Hunter Robot.
• Moved the Bureaucrat's High Priority Comm Decorder to the Officer.
• Changed the Officer's starting actions to +2 Command, +1 Survey.
• Replaced the Officer's Calculating ability with Leader, and changed how Leader works.
• The Officer now has access to a fine uniform.
• Removed the Officer's access to Sleep Dust.
• Changed the Officer's 3D Structural Analysis to a Fine Battle Standard.
• Changed the Bureaucrat's starting actions to +2 Consort, +1 Study.
• Moved the Officer's Blueprints to the Bureaucrat.
• Changed how Red Tape works to make it more flavourful.
• Replaced the Soldier's Leader ability with the Scout's Tough As Nails.

• Replaced the Scout's Tough As Nails ability with Lay of the Land.
