No. As stated before, this game was mainly created for learning the said language as a PROJECT, so it wasn't really intended to either be a DEMO or a FULL GAME. So, there won't be an ACT 3.
Additionally, just a quick note to let everyone know that this game was originally only intended to consist of TWO ACTS. While I truly appreciate all the support and interest in seeing more content, the initial plan was for the story to wrap up within these two acts. However, there will be another game coming out soon that'll be efficiently better than Rokurokubi. Thanks for your patience and stay tuned!
