Build 0.7.40

Build 0.7.40 update release notes:

1. (UPDATE) ALL: A few small fixes throughout. Otherwise much of this update is backend: Steam accounts prep; much of the code needed for Steam accounts is now implemented both client and server side. It still needs to be tested internally first, but otherwise player testing/play will ensure nothing else is broken. If all goes well, logging in using Steam accounts should be available in the next build or two!
