Update 0.3.1p4

In this update I'm bring a new to weapon to the fight, Sea mines along side some fixes and changes

• The Sea mine can be purchase for 200 scrap and can be upgraded. Lay mines with number 1
• Change Tiering and spawning to make enemies stronger faster
• Fixed some minor problems, including typos, inconsistent damage and UI elements
