Alpha update 1.18

Another earlier than usual patch to smooth out tournament stability: 

• Fixed crystal shackles price increase also applying to feats all the time! Oops
• Fixed additional costs like crystal shackles not being remembered for interrupted cards refunding costs
• Fixed flux potentially hitting yourself with cards that target any player
• Fixed reliquary not costing an action
• Fixed possible desyncing of initiative tokens
• Reforge hopefully should be bit better with its timing now (for example reforging symbol of wrath into SW should trigger correctly SW correctly)
• Fixed initiative sync popup text not showing icon correctly
