Alpha update 1.16

Small changes:

• Fixed gaining power that can't overcap, while already being overcapped, actually reducing your power instead
• Emerald seed like banners only triggers if you are close at start of trigger phase
• Another pretty blind fix and some more logging to weird core functionality issues that seem to plague only few players here and there
