Patch notes for version 0.719

This is a big artwork patch, with a few other small items.

• [ARTWORK] All non-temporary cards, all upgrades, and all virus cards now have artwork in-game!
• [BALANCE] Reposition now uses a cone instead of being a single-target attack.
• [BUG FIX] Twist the Blade now applies any Bleeding effects prior to doubling it.
• [GUI] Status effect popups now show the icon of the status effect and only highlight the number of stacks in the description text.
• [LEGAL] A new Privacy Policy and Terms of Use have been added. When automated error reporting is implemented (hopefully soon!) everyone will be prompted to agree with the new terms.
• [ROOMS] Three new room layouts have been added so there should no longer be duplicate rooms on each run!
