The latest Development version of Fairtravel Battle has the beginning of the modding support system, and I've started writing guides on how to modify the game. You can find them at http://fairtravelbattle.flamingtorchgames.com/moddocs. The guides don't show much, but they will grow in the upcoming days, until version 30 comes out!
Here's an example of one of the guides, where we replace the card image for the Lion Cub token with a baby flamingo:
