Update 2025-02-15 (v13.2)

Changes:

• Added a "Rotate Children" flag to the layer Transforms settings
  • This restores the original behaviour in 12.0 - Existing layer sets will have it enabled by default on any layer without parents
  • but now you can optionally enable it for child layers too, or disable it for the parent
• Added a "Only when Visible" flag to the Mouse Tracking settings
  • Won't visibly affect anything unless you have a child layer with "Hide with Parent" unchecked

Bugfixes:

• Fixed an issue where duplicating a folder could lead to the wrong layers getting duplicated
• Fixed an issue on linux where duplicating many layers at once gave them all the same ID
• Fixed an issue where disabling one state and enabling another on the same frame could corrupt the default states, making one state's effects permanent
