Level 1: Start with one soldier. Hire drug dealers, thieves, and bookies to get cash. Hire enough soldiers to start an army and promote members to captains.
Level 2: Some bad apples will start to steal from you. Hire killers and enforcers to keep your members in line. Struggle to keep your members happy.
Level 3: Your strength in members and power starts to get noticed. The police start to harass you. Other Mafia Clans begin to war with you.
