Minor Update - Patch v0.8.006b

This update features the following changes:

• Slow down placement of new Loads if player has failed assets and not in hard mode
• Cyclone related mission will not occur if not allowing extreme weather
• Prevent two UI popups at once that can occur when placing a special Load like an oil pump
• Fix bug where a Load could be placed overlapping with a Wind Turbine or Grid Battery under some circumstances
• Improved visuals for smoke shown while there is fog
• Transition between music tracks is now smoother
• Minor optimizations of Load mesh
